According to Quebec law and the standards of the Société de l'assurance automobile du Québec (SAAQ), a scooter (or moped) is defined as “a passenger vehicle having two or three wheels and a maximum speed of 70 km/h, equipped with an electric motor or a motor having a piston displacement of not more than 50 cm3 and with automatic transmission.” It is highly advisable to have motorcycle insurance for this type of motorized vehicle.

Although there is no legal obligation to insure a motorcycle of “50 cc” or less, insurance is highly recommended, notably by the Insurance Bureau of Canada, which recommends insurance covering third-party liability as well as possible damage.
